On the evening of September 9, 2020, President Xi Jinping spoke on the phone with President Luis Lacalle Pou of Uruguay.
Xi Jinping pointed out, Uruguay is one of the first Latin American countries that voiced support for and offered assistance to China's fight against COVID-19. China has always been deeply attached to the Uruguayan people's fight against the epidemic. The Chinese central government, relevant provinces and cities, and all sectors of the Chinese society have provided anti-epidemic supplies for and shared epidemic prevention and control experience with the Uruguayan side. As the world is undergoing changes unseen in a century, we should follow the path of solidarity and cooperation based on the philosophy of advancing the building of a community with a shared future for mankind. The Chinese side will continue to join hands with the Uruguayan side to promote anti-epidemic cooperation, firmly support the World Health Organization in playing a leading role, join hands to prevail over the epidemic at an early date, and jointly push forward the building of a global community of health for all.
Xi Jinping emphasized, Uruguay is a trustworthy and good friend of China in Latin America. The two countries have always understood and supported each other. Since the establishment of the strategic partnership between China and Uruguay in 2016, the two countries have seen constantly deepened political mutual trust, and fruitful results of cooperation in various fields. China will improve the level of opening-up in all-round way, and foster a new dual-cycle development architecture, with the domestic cycle as the mainstay and with domestic and international development reinforcing each other. This will provide countries around the world including Uruguay with a wider market and more development opportunities. The Chinese side is willing to import more high-quality agricultural and animal husbandry products and high value-added products from Uruguay that meet the needs of Chinese market, and actively create new cooperation growth areas such as e-commerce and service trade. Uruguay is welcome to participate in the third China International Import Expo. The two sides should advance high-quality joint construction of the Belt and Road Initiative, strengthen bilateral exchanges and cooperation in areas including culture, education, and sports, and consolidate public support for China-Uruguay friendship. Both sides should take the 75th anniversary of the establishment of the United Nations as an opportunity to firmly support the democratization of international relations and economic globalization. It is hoped that the Uruguayan side will play an active role in promoting the free trade cooperation between China and the Southern Common Market, the development of China-Latin America relations, and the overall cooperation between China and Latin America.
Luis Lacalle Pou said, I highly agree with President Xi Jinping's important remarks and thoughts on the current international situation and admire the great achievements China has made in the fight against COVID-19. Under the current circumstances, all countries can better safeguard our common interests only by remaining open to the outside world and strengthening solidarity and cooperation. Uruguay and China are good partners, and the long geographical distance has never stopped us from developing bilateral friendly relations. The Uruguayan side hopes that the economic complementarity between the two countries can be fully exploited, bilateral relations be further deepened, and cooperation in such areas as agricultural products, infrastructure and scientific and technological innovation be promoted. The Uruguayan side is willing to work with China to safeguard free trade and push for stronger cooperation between the Southern Common Market and China.
