Wang Yi and Foreign Policy Adviser to the President of France Emmanuel Bonne Hold China-France Strategic Dialogue Coordinators' Consultation


On July 19, 2019, State Councilor and Foreign Minister Wang Yi and Foreign Policy Adviser to the President of France Emmanuel Bonne held China-France Strategic Dialogue Coordinators' Consultations in Beijing.

Wang Yi expressed, as the permanent members of the United Nations (UN) Security Council, both China and France shoulder the important responsibility of safeguarding the world peace and stability and have a tradition of independent diplomacy. Facing the current international situation full of uncertainties and instabilities, both China and France advocate insistence on multilateralism and free trade, and oppose unilateralism. Both countries safeguard free trade, oppose protectionism, and defend the international system with the UN as its core and the international order based on the international law. Both sides should further strengthen strategic communication and coordination and promote the international community for the joint efforts to cope with various global challenges.

Wang Yi noted, this year marks the 55th anniversary of the establishment of diplomatic relationship between China and France, bearing the significance of inheriting the past and ushering into the future. The huge success of President Xi Jinping's visit to France in March this year and the meeting of the two Heads of State in June on the sidelines of the G20 Osaka Summit have become the strong lead and impetus for the development of China-France comprehensive strategic partnership. As comprehensive strategic partners, China and France should maintain the sound momentum of China-France relations by constantly enhancing mutual trust, respecting each other's core interests and major concerns and deepening mutually beneficial cooperation. Both sides should continue to facilitate cooperation in various fields including the joint construction of the Belt and Road Initiative, expanding third-party market cooperation in Africa and other regions, enhancing people-to-people and cultural exchanges, ensuring the success of the year of Tourism and Culture Year and other events, and promoting dialogues among civilizations. The Chinese side attaches great importance to the significant role of France in the European Union (EU) and hopes that the French side will play an active part in developing China-EU relations.

Emmanuel Bonne said, as the current international situation is complicated and volatile, international rules need to be defended and improved. France and China should strengthen cooperation and build stronger multilateralism to safeguard the common interests of every country, which is the responsibility of France and China as the permanent members of the UN Security Council. The French side expects to keep close high-level exchanges with the Chinese side, deepen friendship and mutual trust and properly handle differences through dialogues. The French side holds that "microphone diplomacy" is not a viable option. The French side will actively participate in the 2nd China International Import Expo in Shanghai, support the Chinese side in hosting the 15th session of the Conference of the Parties to the Convention on Biological Diversity, and enhance cooperation between the two countries in various fields including nuclear energy, people-to-people and cultural engagement and aerospace. The French side is willing to provide a just and nondiscriminatory environment for Chinese companies seeking cooperation in France and play an active part in facilitating the development of EU-China relations.

Both sides exchanged views on counter-terrorism issues. Wang Yi hoped the French side can understand and support the measures taken by the Chinese side to fight against terrorism and maintain social stability and people's peaceful life. Emmanuel Bonne said, France is also a victim of terrorism and has a profound understanding of the importance of fighting against terrorism. The French side is willing to have candid communication and enhance understanding with the Chinese side based on the attitude of respecting each other's sovereignty.

As for the Iranian nuclear issue, both sides reiterated that the Joint Comprehensive Plan of Action on the Iranian nuclear issue should be observed. The Chinese side and the French side will enhance communication and coordination, make greater efforts to encourage and promote peace talks, push all relevant parties to get back to the political track of dialogues and consultation, and avoid further escalation of tension, to maintain regional peace and stability.
