I. Brief Introduction on authentication:

According to international and China's consular practices, consular authentication is to make the notarial documents in Australia legible and recognized in China. Notarial documents must first be authenticated by the Departments of Foreign Affairs and Trade(DFAT) or its Office in States or Territories.

All documents to be authenticated should meet the following requirements:

1) The specimen of signatures and stamps of DFAT or its Office in States or Territories should have been put on records in the Chinese Embassy or relevant Consulates General.

2) Your document must be authentic, intact and legitimate. The Embassy / Consulate General will NOT authenticate a document that contains illegal contents under Chinese laws or has potential threats to China's national or public interests.

3) A document containing more than one page must be bound properly and securely, with sealing wax or paging seal/embossed seal to ensure the integrity of the document. The Embassy / Consulate-Generals will NOT authenticate a document if it is found illegitimate, or in any way forged, counterfeited, fraudulent or altered.

 

II. The Chinese Consulate General in Sydney only accepts the document notarized or issued in NSW, in accordance with consular jurisdiction.

The Consulate General just certifies the signature and stamps of DFAT or its Office in States or Territories.

 

1. Procedure:

1) Have the document notarized by a NSW notary public unless it is an original certificate issued by a competent NSW Office.

2) Have the document authenticated (NOT apostilled) by DFAT or its Office in States or Territories.

3) Apply for authentication from the Chinese Consulate General in Sydney.  

 

2. Documents to be submitted:

1) Fully completed Application Form of Consular Legalization of the Embassy/Consulate of the People's Republic of China. The form should be originally signed by the applicant.

2) The applicant's passport and its copy, and Australian VEVO for Chinese passport holder.

If it is a commercial document, registration certificate and extract from ASIC containing name of the director, one copy of the director's passport should also be submitted. The director should originally sign the Application Form.

3) If the applicant entrusts an agent to apply for authentication, the agent should provide his/her passport or photo ID and its copy. When necessary, an authorization letter signed by the applicant or issued by the corporate will be required by consular officer.

4) The original document to be authenticated.

5) Other related document required by consular officer.

 

3. Please note:

1) The Consulate General does NOT authenticate documents issued by Chinese Authorities, including but not limited to Chinese passports, Chinese Resident Identity Cards, Chinese Driver's Licenses.

2) Marital status certificate and certificate of non-criminal record are valid for only 6 months from the date of issue.

3) All documents to be authenticated should intend to be used in China.

4) All documents intend to be used in Hong Kong SAR or Macao SAR do NOT need to be authenticated by the Chinese Consulate General. However, they need to be duly apostilled by DFAT or its Office in States or Territories.

5) Applicants are strongly suggested to pick up the documents in time. Otherwise, they will be canceled.

6) Application by mail will NOT be accepted.

  

4. Processing time and fees:

1) Regular: 4 working days

    Civil document:

       Chinese Citizen: AUD10 per document

       Non-Chinese Citizen:AUD30 per document

    Commercial document:

       Company/Organization Registered in China: AUD20 per document

       Company/Organization Registered outside China: AUD60 per document

2)Express: 3 working days, an additional AUD30 per document

3) Rush: 2 working days, an additional AUD50 per document

The applicant or agent can pay and pick up the Authenticated document during office hours of the Consulate General, bringing the original Pickup Form.  

The pickup date is usually shown on the Pickup Form given by the Consulate General. Some applications may need longer processing time and the pickup date will be informed by the Consulate General.
