Notice on Airline Boarding Requirements for Certificates of Negative Nucleic Acid and Anti-Body Blood Tests Results

In order to reduce cross-border transmission of Covid-19, starting from 8 November 2020, all passengers who are to fly to China will be required to take nucleic acid and IgM anti-body tests within 2 days before boarding. For example, if the test is taken on 1st Dec, the flight should be no later than 3rd Dec. The following information is for the reference of foreign passengers residing in NSW.

I. Test Requirements

Foreign passengers going to China via direct flights must take nucleic acid and IgM anti-body tests within 2 days before boarding. They must take the tests at qualified institutions certified by Australian government and then apply at the Chinese embassy or Consulate Generals in Australia for a stamped certified Health Declaration Form (currently) or a green health declaration code with the "HDC" Mark (in the near future) with certificates of negative results of both tests.

Foreign passengers going to China via connecting flights must take nucleic acid and IgM anti-body tests in Australia within 2 days before boarding their flight to the transit country and then take both tests again in the transit country within 2 days before boarding the plane flying directly to China. Passengers must apply at the Chinese Embassies or Consulate Generals in BOTH countries for a stamped certified Health Declaration Form (currently) or a green health declaration code with the "HDC" Mark (in the near future) with certificates of negative results of both tests.

II. Application Procedure

Currently, foreign passengers residing in NSW still need to email the scanned copies of their negative nucleic acid and IgM anti-body tests results along with their passport information page and the signed Health Declaration Form to the mailbox (consulateqz@gmail.com) of Chinese Consulate-General in Sydney. The Chinese Consulate-General in Sydney will then examine and verify the above information and email the stamped certified Health Declaration Form back to the passenger.

New notice will be released accordingly when foreign passengers must apply for a green health declaration code with "HDC" Mark, instead of current Certified Health Declaration Form. Then, foreign passengers residing in NSW must get their negative nucleic acid and IgM anti-body tests results, together with required documents including passport and travel itinerary, to "Covid-19 Prevention Health Code International Version" (website to be noticed), and apply through the Chinese Consulate-General in Sydney. The Chinese Consulate General in Sydney will examine and verify the above information and then issue the green health declaration code with "HDC" Mark to passengers. Passengers must present the green health declaration code with the "HDC" Mark within its validity period to the airlines flying directly to China before boarding.

III. Important Notice

Starting from 5 November 2020, the Chinese Consulate-General in Sydney will no longer process the applications for "HDC" Mark by passengers going to China via connecting flights at a third country.We strongly recommend all passengers to choose direct flights to China.

Please read the above requirements carefully and follow them accordingly. Failure to obtain the Certified Health Declaration Form or the health declaration code with the "HDC" Mark with both negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.
